Exit holes in trees and die back.

Commentary

Without pictures of the insect or damage to trees, this one is hard to diagnosis 100%, but it certainly sounds like bronze birch borer. This is an insect that is native to Oregon but that causes a lot of problems on planted birch. Here are a few good resources for landowners:
