Hi Meghan, thanks for your post and your sharp eye. This is not emerald ash borer but another beetle species in the same family, Buprestidae. Up a hill from Old House Creek on private land - was dead on the ground in open hillside serpentine area with madrone, port orford and incense cedars, buckbrush, hazelnut, coffeeberry, Doug fir... Haven't noticed any ash in the immediate area though.
