Commentary
Hi, Thanks for your report. This is not emerald ash borer, but another beetle in the same insect family (metallic woodboring beetles). This is a native beetle in the genus Buprestis. It is a nice picture, but because we can't see the top of the insect, it is hard to tell exactly what species it is. It is not an invasive species, however, and is generally not considered a pest, as it attacks dead and dying conifers.
