This is a European oak boring species, Phymatodes testaceus. It was first found in Oregon a little over 20 years ago (I think). I don't believe it has gotten much beyond the Portland area, yet.

Location
urban/residential. The pest was found in oak firewood. There were galleries under the bark and larva that hatched into the beetles shown in the photograph.
