Hi, without photos or more details, a species confirmation cannot be made. Additionally, the report location is from an area where ash (Fraxinus spp.) does not grow or is very very rare. Finally, at that elevation, it is too early in the year for EAB to be emerging as adults. Therefore, what you saw swarming is another species.
